Unemployment insurance is made possible by taxes paid by employers.  It is not a welfare program.  Benefits must be earned.

 
The purpose of Unemployment Insurance is to provide temporary assistance to workers who lose their jobs.  At the same time, during severe recessions, Unemployment Insurance helps to stabilize the entire economy.
