Employer Filed Claims

FORM UCB-113 Mass Separation Report—Total Unemployment

Form UCB-113 should be submitted when an employer separates 25 or more workers on or about the same time for an extended or indefinite period because of lack of work. This form should be used when the employer has no work to offer the individual and no job attachment exists between the employer and the worker. The employer may file these forms when 25 or more workers are separated upon approval by the local unemployment insurance claims office. The worker should be informed that the company is, in effect, requesting that a claim be started and to avoid duplication of effort the worker should not report to the local office until instructed to do so. Once the local office receives the UCB-113, they will schedule the claimant’s visit. This form is available at your nearest claims office or may be downloaded from the website. Form UCB-113 is not to be used for a regular vacation period or any short-term layoff.

FORM UCB-114 Low Earnings Report and Claim--Partial Unemployment

Form UCB-114 may be used for vacation periods and other short-term layoffs. See "Personal Computer Diskette - Partial Unemployment" for another efficient claim filing method.

Form UCB-114 should be submitted when a worker has performed no services because of lack of work or has worked all available hours but less than his customary full-time hours and earned less than normal full-time wages because of lack of work during a claim week (seven-day period ending on Saturday). Such worker continues to have a "job attachment" relationship with the employer, and earns less than his unemployment insurance weekly benefit amount. All earnings, including vacation pay and holiday pay, which are applicable to the week claimed must be reported. UCB-114 may be obtained from the SCESC by telephoning 803-737-2532. This method of filing may only be used for 6 weeks per benefit year. After 6 weeks, the worker must report to the local office if he is still unemployed.

Form UCB-114 must not be used if the worker is not able or available for work. These workers (claimants) must report to the nearest local office so the issue can be investigated.

Personal computer diskette—Partial Unemployment

An employer can save time by utilizing the PC diskette for completing the "Low Earnings and Partial Claim Report" (UCB-114) when workers are placed on temporary layoff.

The PC diskette must not be used if the worker is not able or available for work. These workers (claimants) must report to the nearest local office so the issue can be investigated.

To use this user-friendly software program provided on 3.5-inch diskettes and on CD-Rom, the employer is required to have an IBM PC, PC-XT, PC-AT, PS/2 or an IBM COMPATIBLE COMPUTER with a hard drive and a 3.5-inch diskette drive or CD-Rom drive. A User’s Guide with step-by-step instructions is provided with each software package.

The Software Program and User’s Guide are free to employers for the purpose of reporting temporary layoff in lieu of the UCB-114.

Magnetic Tape—Partial Unemployment

Magnetic tape may be used when 25 or more workers are partially or temporarily unemployed and when workers:

  • Have worked less than their customary full-time hours.

  • Earned less than normal full-time hours.

  • Performed no services because of lack of work during a claim week ending date.

  • Continue to have a "job attachment" relationship with the employer.

  • Earn less than their unemployment insurance weekly benefit amount. If the weekly benefit amount is not known, this system can still be used.

Magnetic media must not be used if the worker is not able or available for work. These workers (claimants) must report to the nearest local office so the issue can be investigated.

An employer must have mainframe computer capability and his computer must be compatible with that of the South Carolina Employment Security Commission. The magnetic tape must also be formatted as described in the Employer Instruction Book for Mass Claims (UCB-271).
