UI Tax Department

The UI Tax Department is responsible for determining the liability of employers under the SCESC Law, and collects and accounts for all unemployment taxes. Employer records are maintained as are accounts for benefit payments and allowance payments.

  • Employer Status Section

    The Employer Status Section makes determinations concerning an employer’s liability, makes changes to employer accounts concerning the actual business entity and maintains accurate records in the employer’s general file.

  • Experience Rating Section

    The Experience Rating Section is responsible for assuring that all liable employers pay UI taxes at the correct rate, and for the mailing of all benefit charge statements to contributory employers.

  • Contributions Section

    The Contributions Section is responsible for the preliminary processing of the quarterly contribution and wage reports. The Contributions Section balances all entries made in an employer’s account daily, makes adjustments to an employer’s account, and processes refunds, returned checks, and field audits.

The Cashiering Section is responsible for the operation of the Remittance Processing System (RPS). The RPS is used to process all "monetary" documents, i.e., contribution reports, debit payment forms, and reimbursable charge debit payment forms. Responsibilities also include FUTA Certification requests.

    The Delinquency Section is responsible for establishing and maintaining records of delinquent reports, debits, tax executions and bankruptcies. The Telephone Collection Section contacts delinquent employers by telephone to increase collections. Responsibilities also include the securing of information concerning liable accounts and the distribution of this information to the proper sections.

  • Wage Records Section

    The Wage Records Section is responsible for maintaining accurate records of employer payrolls and individual wage records.

  • Control Accounts Section

    The Control Accounts Section is responsible for the accounting and reporting of all unemployment benefits paid out, all employers’ monies collected, auditing IB-6 Billings and JTPA needs based reporting.

  • Records Management Section

    The Records Management Section is responsible for the maintenance of employer account files through microfilming and imaging, and the imaging of unemployment insurance benefit payment checks.

  • Reconciliation Section

    The Reconciliation Section is responsible for all benefit payment checks (unemployment insurance checks, interstate checks, JTPA checks, TRA checks, Summer Youth checks, Work Support checks, and DUA checks) issued and paid. Investigations on lost and/or stolen checks are conducted and replacement checks issued, when warranted.
