UI Field Service Department

The Field Service Department is involved in law enforcement and maintains seven District Offices and three satellite offices throughout the state. The Department has 56 field deputies available to assist employers and claimants regarding tax and claims compliance issues. The primary areas of involvement are Unemployment Insurance Tax and Benefit Payment Control. The Field Service District Offices are listed in the appendix of this section.

The Field Service Field Deputies charged with the responsibilities of tax compliance assists the various U.I. Tax Departments and employers in the following areas: establishing tax liability; employer account changes; secures delinquent tax and wage reports sometimes involving the issuance of subpoenas; prosecution of non-compliant employers; audits of employer accounts; financial audits; and financial audits of JTPA contracts. Collects delinquent taxes and coordinates activities with the I.R.S. and S.C. Department of Revenue.

The Field Deputies charged with the responsibilities of Benefit Payment Control assists the Benefits Department and Local Offices in ensuring claims compliance by: investigating fraudulent claims resulting from tips, leads, local office requests, and the automated crossmatch system which matches employer reported wages with claims for benefits. Field Deputies depose claimants and employers, and issue investigative reports for subsequent overpayment determinations; collect overpayments and prosecute cases determined to be fraudulent.

Central Office Benefit Payment Control operations assigns cases to field staff; selects claimants for crossmatch; receives and evaluates investigatory reports; makes determinations of overpayment and fraud; establishes and monitors re-payment plans; pursues and collects refunds from overpaid claimants; and prepares cases for prosecution. Also, assists other states in collection activities.
